Why is the coming referendum on the future of Catalonia considered illegal by the Spanish central government and Catalan opposition?

In this country, the law is

whatever the strange political majorities like.

Minorities -Basques, Catalans-

have to seek out-of-Court settlements.

Basques succeeded, and Catalans did not.

Hence, everything they could try and do is illegal.

Laws should be just. What if they are unfair?
